Interview: Property and Sustainable Development

What is the role of sustainable development in urban planning? What about SRI in this sector? What are the new methods of sustainable construction? How its costs? What are the eventual partners? The incentives and constraints?

Just like the EMA, an engineering school wants to make a difference by example: the case of wind farms and their nuisances

Article 2 of the Act of 10 July 1976 on the protection of the environment requires the implementation of an impact study to identify the direct and indirect effects of a project on the natural environment. In this context, the conduct of the study of the impact of wind project requires the design of a methodology that takes into account all the peculiarities of the site. This comprehensive methodology seems not yet exist, so the students of the Ecole Nationale Supérieure d'Electro of Electronics, Information Technology, Telecommunication and hydraulics were coupled to a task as an example to others. The target? A site which is located on the island of CEZEMBRE, 1km from the coast of Saint-Malo, or a proposed wind farm is born.

The targets they have set are:

1. To present convincing arguments for having the permission of municipalities.

2. Being able to support the draft before the wind farm associations who often accuse them: to disfigure the landscape, degrade the site and cause the deaths of many birds, generate noise and important to have éléctromagnétiques adverse effects on the environment , to occupy a large area and reduce the initial activities.

3. Develop a methodology to integrate the environment into the various stages of the project.

It is important to understand that the setting of a study methodology that includes taking into account all the elements necessary, serve as a reference for other sites, and will calibrate the threshold of acceptability of the construction of wind, forcing the following studies to comply with the same rigour of analysis and the same concerns of completeness. The student group has developed this study on the geological plans (the installation of a wind turbine type réf.2005 requires foundations almost 30m deep, because this enormous efforts exerted by the wind on the pale. ) This study has focused on the geology, stratigraphy and lithology, seismicity, hydrology, soil and sub soil of the site, taking into account the exceptional weather rare, as the tempète 1999.

The story is taken into account also, as remnants of the Second World War are still present on the island of anti-personnel mines, but also to protect classified sites. "In geology, and in particular the stability of the subsoil impact will depend on the physical environment" Installing a turbine requires major impact that the physical environment, and drilling necessary, at least up to 30 meters deep (more than 10 storeys) weaken the geological structure of the island with the shocks and vibration which can create long-term phenomena of all kinds. To avoid such dangers severe instability of the soil, it is planned to bring cuttings compressed to cushion all vibrations and therefore does not spread as far as planned and avoid accelerated soil erosion.

Other factors were studied; including the noise impact often decried by neighbors of white women. Progress on the design of the blades, can contain the noise to 50 decibels at 150 meters wind turbines
And the noise is inaudible from 400 metres.

The socio-economic impact to take into account the creation of jobs due to the maintenance and the flow of tourists attracted by the imposing buildings and gracieuses.Le avowed aim of this experiment out of the ordinary for engineers of this project? "The integration of the study of environmental impact in the proposed installation of wind turbines in Saint Malo is a quality and added value to the entire project. Indeed, this study will change some Ideas received by the opponents of any technical innovation artificial. It will push more decision makers to adopt wind energy (original clean and renewable) as a future solution. "
